Anybody out there?

Question, was reading Dinar Chronicles this morning and came across instructions that said I can’t redeem currency without some kind of Gift Letter “signed by person who gave me currency”. First I’ve heard of this. I got my Dong thru currency exchange at bank. No Gift Letter. ????

Good morning all, here’s another newbie question. I was reading dinar chronicles today and saw reference to needing gift letters to redeem currency. ??? A gift letter signed by whoever I got the currency from? That makes no sense to me. I bought Dong thru a bank and received no gift letter. WTF?
