Now that Iraq has an official rate of $3.81, can Dinars be redeemed now, before the RV redemption appointments, at a regular bank and receive the new $3.81 rate? Example: Take $25,000 note and exchange it for $95,250?
Also, will exchanging currency early before RV cause unexpected fees and taxation?

Nobody can redeem until the rates are released publically on the Forex. That could happen Nov/Dec. 2023.
