Handling Council tax in UK

Can anyone assist,

Need advise of stopping council tax UK, as not worked since 2020, one year in hospital nearly died, since then recovering and caring for last parent, who has just passed.  Not paid council take, been stopped, but now they send an illegal claim registered from neighbouring council.

As part of UCC, looking for assistance in closing they actions.  Just want liaison with someone who has done it?
