It can't be for people who don't have humanitarian projects because people are sending them to her.
Also, if you have a project and going to need all the funds you get from your zim to fund your projects, then why would she take them from you? Won't you need them for your projects?

Princess Elizabeth tells us that she is the top person who will approve the Humanitarian projects. That is, when you submit your humanitarian project at the redemption center, it is sent to a group of experts to vet and check. But it is Elizabeth who gives final approval.
On the GESARA Show, she has told us that she will give approval to projects from our subscribers and even approve projects rejected at a lower level if we inform her about such projects through the system we setup for subscribers.
She also said that if we have fake bank-notes that were rejected. She has the authority to redeem them, anyway.
She asked Peter to setup the infrastructure to enable submitting our projects, so she knows which come from us. Submitting our projects here increases the likelyhood of their approval. The service is free, provided you are a current subscriber to the show.
Once submitted, Peter checks the subscription status and forwards the project submissions to Elizabeth. It is then up to her to read them and ensure these projects are approved.
Elizabeth will not be taking any payment or your ZIM, these are submitted at the redemption center. If you have rejected notes, we will work out a system to reclaim them after the RV appointments.
